Aims
This module critically assesses the multilateral policies and state and international laws and treaties which directly or indirectly affect the health of populations We also examine the institutions that disseminate and affect these policies. Global and International Health Diplomacy will be examined as case study of global health governance.
Learning outcomes 
A Appraise how health governance occurs at the global level of analysis.

B Evaluate the role of various stakeholders in global health governance.

C Critically judge how global political economic processes require governance at the global level.

D Distinguish how health diplomacy in differing political economic ideologies have different intervention structures and outcomes.

E Formulate recommendations to improve health governance concerning a particular global health challenge.


Method of teaching and learning 
Lecture and Discussion along with debate and simulated Global Health Governance meetings. Videos are included, as well as group projects.

Part I Foundations of Health Governance


Week 1 The Development and Structure of Global Health Governance and Global Health Law


Introduction to the development of the institutions of international and global health and their resulting policies, treaties, and laws.


Week 2 The Politics of Global Health I: PEPFAR & HIV

Examination of the various agendas embedded in Global Health policies and interventions through the case analysis of the U.S. PEPFAR programme.


Week 3 The Politics of Global Health II: WHO & TBAs


Examination of the various agendas embedded in Global Health policies and interventions through the case analysis of the WHO's cessation of training of Traditional Birth Attendants.


Week 4 The discourse of “National Security” and Health: HIV, Anthrax and Drones


Critical assessment of the discourse framing health concerns as natural security concerns.



Part II Globalisation, Neoliberalisation and Health Governance


Week 5 Globalisation and Pandemics: From Quarantine to SARS


Historical analysis of how epidemics and pandemics have been influenced by trade.


Week 6 The Governance of Pharma and Pharmaceutical Access


Overview of the governance mechanisms controlling pharmaceutical pricing and the availability of essential medicines and generics. Reviewing the effect of TRIPS agreements; WHO policies such as GMP; and South-South transfers from India and China.


Week 7 Successful Health Governance: WHO and Tobacco Control

Examination of successful health governance in WHOs Tobacco Control programme.

Week 8 Challenges in Health Governance: The UN and NCDs

Analysis of the current United Nations agenda for non-communicable disease.


Part III Global Health Diplomacy


Week 9 Soft Power & Global Health Diplomacy I: The Normative North-South Model

Critical examination of the normative (western) discourse of health diplomacy.


Week 10 Soft Power & Global Health Diplomacy II: South-South Models of Health Diplomacy


Critical examination of the South-South discourse of health diplomacy.


Week 11 Soft Power and Global Health Diplomacy III: Sino-African Health Diplomacy

Critical examination of historical Sino-African health diplomacy compared to the structure and outcomes of north-south health diplomacy.


Part IV Future Challenges in Global Health Governance


Week 12 The Future Challenges of Global Health Governance I: Climate Change & Health


Critical analysis of the governance of climate change and its effects on human health.


Week 13 Migration and Health

Examination of how migration affects the health of refugees and stateless populations.
